Summary:

This position is to operate a marque program in support of security and safety training for the Department of Energy. The National Training Center mission is to provide and facilitate quality training for Federal and contractor personnel in support of DOE’s mission. The focus is to that the training programs promote technically capable, security and safety-oriented DOE workforce. One priority of the NTC is to develop training on issues that challenge students to make difficult decisions and take specific courses of action. The focus is on an experiential training experience using DOE specific case studies and encouraging the sharing of ideas.

A second goal is to ensure that the greatest number of students are served at the lowest cost and employs classroom-based training, site specific applied practice and performance-based field training, eLearning and blended learning. Courses are instructor lead, online and include subjects such as foreign interactions, information security, management and instructional training, nuclear material control and accountability, performance testing, personnel security program, physical protection, program planning management, protective force training department, safeguards and security, safety training program, survey and vulnerability assessments.

The responsibilities include development of curriculum, use of technology, and running the training programs. The training can be online, in the classroom, in the range, onsite at the National Training Center and other DOE sites. The locations Main Campus Kirtland AFB Albuquerque NM (10 Acres), a Live Fire Test Range (LRF) and an Integrated Safety and Security Complex (ISSTEC) which is 6 miles away.

The contract requires four main functions to includeTraining.

  • Training development, delivery, and support in the following Program Areas: Nuclear Safety, Safeguards and Security, Protective Force, Management and Instructional Technology and the DOE Training Institute.

  • Information Technology. Infrastructure and apps

  • Range Management logistics, site safety and health, property and fleet management

  • Custodial services and grounds maintenance

Responsibilities

Responsibilities:

This position is responsible to the company President of Akima Systems Engineering for the direction, safe operation, compliance, quality delivery and profitability of the assigned contract. Senior PM (PM) will:

  • The PM shall be the senior contractor management representative responsible for all activities conducted at the National Training Center (NTC) and the authorized supervisor for technical and administrative performance. The PM is responsible for coordinating contractor activities effectively among government clients, students, and staff. The PM shall be the principle point of contact between the Contractor and the Contracting Officer and/or the Contracting Officer’s Representative under this contract. The PM has the responsibility and authority to conduct all contractor management related duties at the NTC including planning, organizing, staffing, directing, coordinating, reporting, and budgeting.

  • The PM shall demonstrate superior communication and interpersonal skills; the ability to work/interact with individuals of diverse characteristics, backgrounds, experiences, ethnicity, and personal attributes and to work constructively as a member of a team; and problem-solving abilities linked to continuous process improvement knowledge and skills.

  • Act on behalf of the company for all matters relating to the National Training Center Support Services (NTC SS) contract. Responsible for success of all aspects of contract and program management.

  • Lead a diverse workforce of over 100 Full-time and Part-time employees in a customer-service, deadline-oriented environment to provide training, information technology, facility management, and business operations.

  • Responsible for managing personnel, equipment, vehicles and facilities.

  • Manage contract operations within budget to maximize the balance among contract performance, contract expenses and company costs, and profit margin. Deliver to the company the planned gross margin and profit contribution for the company FY.

  • Operationally manage subcontractors, vendors and consultants regarding contract support.

  • Understand project finances and be able to successfully execute a profitable contract. Responsible for Profit and Loss at the project level, timely Government funding notifications, financial reporting and briefings.

  • Lead and support all aspects of contract and operations management to ensure contract compliance, safe work execution, and quality delivery.

  • Coordinate with ASE leadership and other company resources to effectively obtain company support, to include personnel hires, employee benefit and record processing, travel and other expense vouchers, performance reviews, vendor set-up, invoice processing, time collection, addressing employee issues/concerns, etc.

  • Work with Akima subcontract administration and pricing personnel to request subcontract pricing information (such as requests for equitable adjustment), execute option periods, and adjust subcontract value and scope based on changes to the prime contract. Lead proposal development for scope changes, REAs and pricing adjustments.

  • In conjunction with your SSH Officer develop, implement and maintain a comprehensive worker safety and health and environmental management program that prevents and reduces injuries, illnesses and losses and complies with holding company safety and environmental programs and guidelines. Work closely with SSH Officer and Director of Safety to achieve company safety goals and support safety initiatives.

  • Maintain an organized filing system for contract, operational and personnel records for reference and personnel transitions as appropriate, and ensure contract records are submitted to the holding company Contracts department for inclusion in official company files and employee records are submitted to HRIS for inclusion in official personnel files. At the conclusion of the POP, work with Contracts to execute contract quick close process.

  • Promote the development and implementation of management techniques and tools such as planning and control, systems and procedures analysis, operational audits, management surveys, feasibility studies, methods analysis, quality control, and statistical sampling techniques.

  • Formulate recommendations for improved organizational structure, policies and techniques, methods, procedures, and systems designed to achieve compliance.

  • Assist in recruiting personnel and overseeing their training and orientation.

  • Be an example to employees, customers and teammates of the NANA values and hold employees accountable to perform contract duties and company functions in accordance with those values.

Qualifications

Qualifications:

  • Must be able to obtain a DOE Q Level Clearance – an active DOE “L” or “Q” clearance is highly preferred.

  • A minimum of 20 years of work experience reflecting progressively responsible assignments with at least 10 years in related. technical/managerial supervisory positions.

  • Management experience for a program(s) with a staff of 50 or more persons and an operating budget of at least $10 million per year.

  • A minimum of five years of experience in an education or training environment.

  • A current or the ability to attain a “Q” access authorization, or current equivalent clearance (Top Secret) granted by another Federal agency.

  • Strong personal leadership, management and organization skills as well as the ability to integrate and harmonize diversified functions to provide overall efficient and effective contract operations.

  • Must have effective Profit & Loss management background.

  • Demonstrated knowledge of project management processes and financial management skills.

  • Proficient at the suite of MS Office products and have proven communication, analytic and problem-solving, team building and collaboration skills.

  • Excellent interpersonal and communication skills.

  • Exemplary attention to detail.

  • Maintains sensitivity to, and report on, instances of fraud, waste and abuse.

  • Position is contingent upon contract award.

  • You must be able to meet all health requirements, including but not limited to, current and future vaccination requirements for infectious diseases such as COVID-19.

Working Conditions Office

  • Work in an office at a normal environmental restoration atmosphere (outdated and/or abandoned facilities or industrial field environments).May also work at off-project sites representing the organization at various types of locations throughout the community for business purposes.Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.

  • Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion of force/lifting greater than 45 pounds requires usage of a two person “buddy system”), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.

  • Ability to perform primary office duties including heavy computer usage.
