The Contractor staff shall work under the direction of the Government Task Lead. The Contractor staff shall work with their Government counterparts on Sprint Teams through the Agile development of the N3G system.

The Release Train Engineer Support SME supports the Government NCIC/N3G Release Train Engineer within the SAFe framework, and provide Release Train Engineer support services as described below:

The Contractor shall support the Government’s effort to develop and operate the NCIC/N3G system within the SAFe framework by providing support for SAFe activities to include, but not limited to, providing support to the Release Train Engineer and Quality Assurance. The Release Train Engineer support shall include, but is not limited to:

  • SME consultation to the ART train as it prepares and completes Program Increments (PI) and Iterations.

  • Establishing and communicating calendars for Iterations and PIs.

  • Facilitating PI Planning, and Pre- and Post-PI planning meetings.

  • Aggregating Team PI Objectives.

  • Assisting with execution and Feature/Capability completion tracking.

  • Facilitating periodic synchronization meetings.

  • Assisting teams with feature and capability estimation.

  • Escalating and tracking impediments.

  • Assisting collaboration between teams, and the System Architects, System Engineers and Users.

  • Working with Product Management and Product Owners to ensure strategy and execution alignment.

  • Supporting the collection and reporting of metrics.

  • Supporting risk mitigation.

  • Supporting and coaching leaders, teams and Scrum Masters in Agile practices.

  • Exhibiting Lean-Agile leadership and helping team members embrace SAFe Core Values, adopting and applying SAFe Principles, and implementing SAFe practices.

  • Facilitating preparation and readiness for ART ceremonies, including PI Planning, System Demos, and the Inspect and Adapt workshop.

Qualifications

Required:

  • A minimum of twelve (12) years of project management experience

  • The government prefers all SME personnel possess a Bachelor of Arts (B.A.) or Bachelor of Science (B.S.) degree from an accredited institution or equivalent experience related to the scope and objectives of this TO.

  • Top Secret Security Clearance

Preferred:

Certification in one or more of the following:

  • SAFe Release Train Engineer by Scaled Agile, Inc. or equivalent

  • SAFe Program Consultant by Scaled Agile, Inc. or equivalent

  • SAFe Scaled Agilist by Scaled Agile, Inc. or equivalent

  • Agile Certified Practitioner (ACP) by Program Management Institute

  • Certified Scrum Master by Scrum Alliance

  • Two (2) years working within a SAFe ART framework or equivalent

  • Prior work experience with the federal government

  • Prior work experience with either Amazon Web Services (AWS) or Microsoft Azure
