Job Summary:

The Material Expediter executes the following: locates and moves materials and parts between work areas of plant to expedite processing of goods, according to predetermined schedules and priorities, and keeps related record, reviews production schedules inventory reports, and work orders to determine types, quantities, and availability of required material and priorities of customer orders, confers with department supervisors to determine materials overdue and to inform them of location, availability, and condition of materials. Locates and moves materials to specified production areas, using cart, hand truck or forklift and records quantity and type of materials distributed and on hand. Work may include the following tasks: movement of materials between storage and production areas, compare work ticket specifications with material at work stations to verify appropriateness of material in use, prepare production records and may update and maintain inventory records, using computer terminal. Coordinates movement of shipments to upload locations for non-rolling and rolling stock. Manages the locations of shipments within the shipping production stage. Verifies and directs shipments upon upload and confirms receipt of shipments at destination. Maintains tracking of shipment within the shipping stage of the MDRS operation. May perform Material Coordinator administrative tasks as determined by the Material Coordinator Lead/Operations Supervisor.

Responsibilities

Job Responsibilities:

  • Coordinates and executes freight shipments into and out of the installation using Global Freight Management (GFM) for LTLs / TLs and the UPS / FEDEX systems for Small Package Express shipments. Creates and issues Commercial Bills of Lading (CBLs) to authorized civilian carriers within the DoD transportation system.

  • Monitors and evaluates effectiveness of services provided by commercial carriers. Inspects freight carrier’s facilities for freight that is astray and Terminal conditions.

  • Maintains and interprets various tenders from commercial carriers and applies discounts for selection of most economical and quality service mode of transportation. Ensures required service is provided by “Best Value” to the Government based on DoD Transportation Regulatory requirements.

  • Responsible for the proper classification, consolidation, transport mode and carrier selective routing, documentation, preparation and verification and processing of Government and/or Commercial Bills of Lading.

  • Provides technical advice and assistance on shipping Government freight to include Small Package Express shipments. Executes load planning requirements and ensures DOT compliance for all freight shipments. Screens all DD From 1348 and 1149 shipment documentation for accuracy and completeness per DoD and Fort Carson regulations, policies, and procedures.

  • Responsible for clearing Inbound and Outbound freight shipments and tracing freight identified that is determined to a frustrated or having a discrepancy. Prepares Transportation Discrepancy Reports (TDR) and process astray and frustrated shipments. Obtains exhibits, pictures, investigates, and transmits within required DoD regulatory timelines.

  • Inspects In-bound shipments from notification of consignee for possibility of improper handling by commercial carrier. Processes rail shipments using the Transportation Coordinators - Automated Command and Control Information System (TC-ACCIS) to include creating automated CBLs (GFM) and manual GBL’s.

  • Prepares required reports, maintains statistical data, and performs other duties as assigned.

  • Performs other duties as assigned.

Qualifications

Minimum Qualification:

  • High School graduate or equivalent. Knowledge of automated data systems and automated data system input required.

  • Two years’ experience in industrial, commercial or Government organization of freight movement operations. HAZMAT certification is desired. Experience in DoD Transportation and Supply computer programs such as Global Freight Management (GFM), POWERTRACK, ETA, GTN, and IBS Systems are extremely desired.

  • Must be able to possess and continuously maintain a current State of Colorado Driver's License prior to start date or by 30 days after employment.

Material & Equipment Directly Used:

  • Material Handling Equipment, i.e., Hand carts, pallet jacks (manual & electric), and gasoline/diesel forklifts (up to 36K).

  • Apply basic computer knowledge in DOD and MS Office computer programs.

  • Computer equipment, various software programs, fax, photocopier, telephone and 10 key.

Working Environment/physical Activities:

Work is generally conducted in an office environment. However, duties may involve the conduct of work in the out-of-doors area with a potential exposure to extreme climatic conditions. Work will require lifting up to 50 lbs; stooping; climbing; prolonged standing; prolonged sitting.
