Job Summary:

Surge Support Project Manager is the principal assistant to the EAGLE Contract Project Manager on all matters pertaining to contract execution, subcontracts, and financial resources to accomplish contractual obligations. Direct project planning, estimating, negotiations, execution, closeout, and related administrative support. Provide input and detailed planning for all project activities. Serve as the primary contact with the department heads, customers, subcontractors, and vendors. Provide guidance to subordinate staff to foster positive relations. Ensure responsiveness to Government requirements, timely completion of project milestones and (in coordination with Government representatives) develop future workload plans.

Responsibilities

Job Responsibilities:

  • Develops plans to accomplish identified goals or produce the products required within constraints such as time, cost and agreed quality standards.

  • Manages support to a 24/7/365 operation.

  • Supports the project budget.

  • Monitors progress in terms of the status of the plan and the budget.

  • Anticipates and catches deviations from a plan or schedule early and keeps all participants and stakeholders informed.

  • Articulates and negotiates consensus on a final vision of the product and/or the core project goals from scoping the requirements of all stakeholders.

  • Works directly with supervisor, team leaders, team members or identified stakeholders to estimate effort, plan activities and negotiate consensus among individual team members on their appointed tasks.

  • Understands relevant methodologies, processes and standards and ensures that all project team members understand and follow these also.

  • Generates many types of documents, including requirement specifications, contracts, schedules, personnel records, project reports, communication (email) records, design specifications, meeting agendas, minutes, and status reports.

  • Processes departmental time sheets.

  • Responds to emergency site maintenance as required.

  • Supports other department staff as needed or directed.

  • Adheres to the established safety and personnel policies and standard operating procedures.

  • Keeps the EAGLE Project Manager and appropriate governing entities appraised of unique situations and problems encountered.

  • Performs duties timely and cost effectively.

  • Performs other duties as assigned.

Qualifications

Minimum Qualifications:

  • 10+ years of progressive experience in program management/logistics

  • Proficient in standard business office software

  • Ability to create and maintain a positive team atmosphere with effective interpersonal skills and the ability to work professionally with a variety of people and personalities.

  • Ability to meet deadlines and handle potentially highly stressful situations.

  • Ability to communicate effectively orally and in writing.

  • Ability to receive a favorable Tier 1 investigation result and obtain a CAC.

  • Ability to pass Pre-Employment Drug Test and Background Screening.

  • A valid driver’s license.

Desired Qualifications:

  • Bachelor’s degree in a related discipline or master’s license in any trade discipline.

  • Previous military experience

  • Previous project management experience

  • Knowledge of labor and cost tracking.

  • Understanding of government contracts, correspondence, reports, and records.

  • Customer service experience.

  • Good presentation/public speaking skills.
