The contractor shall provide a dedicated full-time, on-site Facilities Operation Manager who shall provide the overall management of facilities related work described in specific task orders awarded to the SP through this contract.

Job Responsibilities:

  • Responsible for all facets of facilities operations and maintenance, with a direct line of communication to the COR.

  • Serve as the SITE Chief Operating Engineer.

  • In the absence of the Program Manager, serve as the SP’s central point of contact with the Government for performance of all work on the contract. Cannot serve in other collateral capacities (QCM, Safety, etc.)

  • The Operations Manager works independently and is responsible for providing direction and leadership for all operations and maintenance requirements.

  • The primary function of this position is to provide direction and leadership to the Operations and Maintenance personnel while ensuring safe, reliable, and compliant operations and maintenance planning across the ecosystem, including, system and personnel efficiencies, production, process improvements, and repair and maintenance.

  • Evaluates and analyzes performance Key Performance Indicators and initiates improvements in reliability, availability, and efficiency.

  • Identifies and evaluates trends, goals, and performance indicators and take appropriate actions based on trends to resolve issues, achieve goals, and maximize efficiencies and use of resources.

  • Performs technical evaluations to determine root causes and develops sustainable solutions to reoccurring problems.

  • Leads the development, communication, and implementation of safe and efficient operational procedures, policies, and effective growth strategies, prepares technical reports and documentation.

  • Ensures the organization is properly staffed, managed, organized, trained, and directed to fulfill its responsibilities.

  • Collaborates with senior management to develop and implement the annual budget and capital needs while focusing upon optimization and reduction of costs.

  • Makes periodic inspections of the working area and coordinates correction of any discrepancies related to safety, cleanliness, organization, facilities maintenance, or general housekeeping practices.

  • Promotes a healthy culture that benefits employee engagement, happiness, customer loyalty, safety, integrity, and overall excellence.

  • Oversees all inspections, repairs, and component changes and accompanying documentation are accomplished.

  • Provides project management direction to ensure projects are completed on time and within budget.

Qualifications

Minimum Qualifications:

  • Ten (10) years of experience working in engineering, construction management, or facilities operations capacity.

  • Minimum of ten (10) years working Government contracts of similar size and scope to this solicitation.

  • Five (5) years supervisory experience, managing a workforce of 50-100 people.

  • One (1) year experience working with SCADA/EMCS control systems.

  • One (1) year experience/working knowledge of CMMS or other CMMS.

  • Must be a graduate of an accredited 4-year engineering program with a Bachelors in one of the following mechanical or electrical engineering or an equivalent.
