Responsibilities

Job Responsibilities:

  • Responsible for the overall management and operation of the facilities O&M services and administrative support functions of the Maxwell AFB Civil Engineering Base Operations Support Services contract, directly overseeing the various engineering and trades’ personnel performing that work. Responsible for managing equipment, vehicles and facilities.

  • Demonstrates experience with managing Government contracting requirements included in the Federal Acquisition Regulations (FAR), Government Furnished Equipment and Materials, Property Accountability, and Work Control.

  • Coordinates with Akima leadership and other company resources to effectively obtain company support to include personnel hires, employee benefit and record processing, travel and other expense vouchers, performance reviews, vendor set-up, invoice processing, time collection, addressing employee issues/concerns, etc.

  • Manages contract operations within budget to maximize the balance among contract performance, contract expenses and company costs, and profit margin. Ensures timely and accurate invoicing and monitors receivables for the project. Analyzes project profitability, revenue, bill rates and utilization.

  • Assists in recruiting personnel and overseeing their training and orientation. Monitor employee performance and productivity; supervise employees. Coordinate disciplinary actions.

  • Reviews and evaluates the effectiveness of the organization and management of operations. Formulate recommendations for improved organizational structure, policies and techniques, methods, procedures, and systems designed to achieve performance on Acceptable Performance Levels (APL). Manages both fixed price and cost reimbursable work.

  • In conjunction with the Safety and Health Officer develops, implements and maintains a comprehensive worker safety and health and environmental program that prevents and reduces injuries, illnesses and losses and complies with company safety and environmental programs and guidelines.

  • Performs cost estimates for engineering and facilities O&M projects and interface daily with site client management on all facilities issues. Lead proposal development for scope changes, REAs and pricing adjustments.

  • Continually looks for potential business development opportunities for the Akima family of companies and report potential opportunities to company management or business development resources.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in technical, engineering or business field.

  • At least Five (5) years’ experience as a Program Manager managing large, complex, service type, performance-based government contracts with multi-disciplinary staff (200 person or more) multiple functional areas including program management, business operations, human resources, procurement, Subcontracts, contracts, operations, labor negotiations, civil engineering, and logistics support with a value of over $40M per year.

  • Ten (10) years of experience with large-scale DoD organizations and the functions and operations of Wing/base activities (i.e., Maintenance, Civil Engineering, Logistics, Operations, etc.).

  • Thorough knowledge of general management principles, methods, and techniques and their practical application in the area of facilities management.

  • Experience in direct oversight of quality control, equipment, facility, utility, grounds management, safety and business operations management.

  • Demonstrated knowledge of project management processes and financial management skills.

Preferred Qualifications:

  • Direct experience in facilities maintenance and repair or facilities engineering on a Department of Defense (DoD) US Air Force Civil Engineering federal government contract.

  • Knowledge and experience with unions and Collective Bargaining agreements and US Department of Labor employment law.

  • Master or higher degree from an accredited university in engineering, business administration/management, or a closely related field preferred.

  • Current Project Management Institute (PMI) Project Management Professional (PMP) certification, a plus.
