Job Summary:

TheProgram Manager(General Manager)position provides program management services for theDepartment of Energy (DOE) Protective Force Security ServicesContractatmultiple DOE facilities located inOak Ridge, TN. The GMprovides leadership and oversight to all assigned employees under the project.The GM shall be the senior contractor management representative responsible for allprotective force security servicesconducted at theDOE Oak Ridgefacilitiesand the authorized supervisor for technical and administrative performance. The GM shall be theprincipalpoint of contact between the Contractor and the Contracting Officer and/or the Contracting Officer’s Representative under this contract. The GM has the responsibility and authority to conduct all contractor management related duties at theDOE Oak Ridgeincludingplanning, organizing, staffing, directing, coordinating, reporting, and budgeting.

Responsibilities

Job Responsibilities:

  • Shall participate in an oral interview with DOE as part ofthecompany’s’proposalevaluation.

  • Provide a “single-point-of-contact” coordination with theDOE ContractingOfficers Representative (COR)shall receive and execute, on behalf of theAkima, such technical directions asthe COR may issue within the terms and conditions of thecontract.

  • Daily oversight of the contract, to includeProtective Force Operations/Training, and Business Management

  • Maintain completeunderstanding of the work scope/mission, including challenges and problems associated withtheposition.

  • Duties include monitoring and controlling schedules and qualitycontrol.

  • Assigning personnel consistent with contract requirements

  • Understanding, and assuring compliance with all minimum standards and all applicable or relevant and appropriate requirements include Federal and state requirements.

  • Effective administrative support

  • Ensuring all contract deliverables and contract deliverables arecompleted.

  • The contractor shall develop, maintain, and enforce the Contractor’s QC program.

Qualifications

Minimum Qualifications:

  • Ability to obtain DOE “Q”security clearanceis required for consideration; an active DOE 'Q' is preferred.

  • ABachelor’sdegree or equivalent experience; professional andtechnicaleducation and trainingin management, business, security, or law enforcement related fieldsis required.

  • 10 overall years of experience; 5years of recent experience managing or overseeing contracts to provide security officer services to various locations and multiple facilities and to provide surge response to heightened security conditions, emergent needs, or for special events.

  • Minimum of3years of recent experience as a senior manager workingas agovernmentemployeeor as a contractor overseeing the provision ofDOEsecurityservices.

  • Must be capable of negotiating and making binding decisions for company.

  • Must demonstrate excellent verbal and written communications skills with all levels of management and interfaces with ICE Personnel.

  • Ability to prepare management, business, technical, and personnel reports,reviewsand documents for internal and external use.

  • Knowledge of program objectives, policies, procedures, and requirements for managing a support services contract.
