The Program Analyst (PA) is a member of a multi-functional team providing technical and engineering support services to the Federal Aviation Administration (FAA) at the FAA Mike Monroney Aeronautical Center Logistics Center in Oklahoma City, OK.

The PA’s technical, operational, and functional tasks spectrum includes employee work and travel scheduling, reporting, analyzing, and documenting activities associated with ensuring the productivity and efficiency of programs, and administrative and management operations.

PA standard individual administrative tasks including individual employee time, timesheet, leave, and training completion; employee performance management; employee compliance with customer organization and company standards; performing other tasks as assigned and demonstrating proficiency, accuracy and attention to detail in assigned duties.

Responsibilities:

  • Works under the functional/operational supervision of the Technical Manager/Project Manager.

  • Develops, administers, and manages employee work and travel schedules; assists employees with travel scheduling, coordination, execution, and reconciliation.

  • Manages the travel and travel expense authorization/expense reporting (EA/ER) and travel reimbursement processing lifecycle through payment.

  • Manages and oversights employee FAA and company system timekeeping recording, compliance, and reporting.

  • Assists TM/PM in billing processes and invoice generation/submission.

  • Develops variance information; producing cost, schedule, and performance data.

  • Identifies manpower resource requirements

  • Develops assessment metrics, compiles actual cost, schedule, and performance data; develops variance information; produces cost, schedule, and performance budget forecasts.

  • Develops and manages administrative and management activities schedules and budgets

  • Produces administrative and management reports, presentations, and correspondence.

Provides on-site support primarily during standard business hours and/or contractually mandated core hours from 0600-1800 hours, Monday through Friday; provides occasional support outside of core business hours.

Qualifications

Education and Years of Experience:

  • High School Diploma or equivalent.

  • Minimum two (2) years of directly related work experience.Experience must include work with FAA systems.

Required Skills/Certifications:

  • Specialized knowledge of FAA systems, equipment, procedures, operations, and budgeting.

  • Knowledge of budgeting and accounting principles.

  • Knowledge of analytical and evaluative methods and techniques for schedule and budget performance, and for assessing program, administrative, and management effectiveness.

  • High level of problem solving skills and the ability to recommend and implement alternative set-up and/or operations for complex systems.

  • Detail-oriented and possesses the ability to handle multiple tasks.

  • Ability to provide incident and after action reports and analysis.

  • Excellent customer service skills and professional presence. Strong oral and written communication skills; ability to read, speak and effectively communicate in the English language.

  • Solid work ethic.

Desired Skills/Certifications:

  • Bachelor of Arts or its equivalent in Business Administration or Associate’s Degree or its equivalent in Accounting or Business.

Additional Requirements:

  • U.S. Citizen.

  • Tier 1 NACI/BI/Public Trust.
