This effort provides Department of Defense Architecture Framework (DoDAF) Integrated Architecture Descriptions, analytical and engineering, managerial, and administrative support to the Director, Capabilities Development Directorate (CDD), Headquarters Marine Corps (HQMC) Combat Development and Integration (CD&I).

Key support requirements include the development of comprehensive capabilities-based Operational and Capabilities views within each Architecture Description which model As-Is and To-Be (emergent) Marine Corps, Naval, and Joint Concepts in support of Joint Capability Integration Development System (JCIDS) and capabilities development. Furthermore, this effort also includes supporting command-level oversight of Operational and Capability Architecture Description development and integration within the command.

Requirements include the development of DoDAF and Marine Corps compliant operational and capability views of integrated Architecture Descriptions supporting JCIDS and ISP documentation.

This effort requires the creation of Architecture Descriptions utilizing the Marine Corps Capability Area (MCCA) Taxonomy or Marine Corps Capability List (if applicable) which themselves maintain alignment to the Joint Capability Area (JCA) Taxonomy as well as Development of Segment Architecture Descriptions to support CPM across the Marine Corps Enterprise is also a requirement

Further support is the development and maintenance of Architecture Descriptions supporting identified Marine Corps Mission Thread Architecture Descriptions, (MEU-based and others), within and across the Marine Corps Segments.

The Operations Analysts formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions.

OA may collect and analyze data and develop decision support software, service, or products.

May develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation.

The application of objective, analytical, and orderly thinking to the analysis of complex problems and supports this analysis with available tools and techniques, to include statistical inference, data mining, modeling, mathematical programming, time series analysis, non-parametric statistics, query-language programming, and predictive modeling is required.


  • Formulate mathematical or simulation models of problems, relating constants and variables, restrictions, alternatives, conflicting objectives, and their numerical parameters.

  • Develop scientific or mathematical models. Collaborate with senior managers and decision makers to identify and solve a variety of problems and to clarify management objectives.

  • Collaborate with others in the organization to ensure successful implementation of chosen problem solutions.

  • Prepare management reports defining and evaluating problems and recommending solutions. Study and analyze information about alternative courses of action to determine which plan will offer the best outcomes.

  • Define data requirements and gather and validate information, applying judgment and statistical tests.

  • Develop and apply time and cost networks to plan, control, and review large projects. Develop business methods and procedures, including accounting systems, file systems, office systems, logistics systems, and production schedules.

  • Minimum of a Bachelors degree in System Research, Operations Research, Systems Analyst and 5 years experience.

  • Secret Government Security Clearance.
