Telecommunications Engineer II will support the client's Communications Area Master Station (CAMS) and Communications Station (COMMSTA) Product Line Branch in providing System Life Cycle Support for all mobile electronic systems in accordance with client's System Engineering Life Cycle (SELC) and SLCMP. Provide project engineering support to the C3CEN CAMS/COMMSTA Product Line Branch in accordance with SELC and SLCMP.

  • Support the missions of the CAMS PL in providing System Life Cycle Support for IT systems and networks at all CAMS and COMMSTA facilities and mobile contingency communication (MCC) assets in accordance with client's System Engineering Life Cycle (SELC) and SLCMP.

  • Schedule, plan, and facilitate meetings as required. This requires drafting of meeting agendas, distribution of invitations, keeping minutes, and distributing related read-ahead, minutes, and other documents.

  • Attend meetings, teleconferences and travel to conduct research at Communications Command, Communications Detachments, and remote communications facilities (RCFs) or other units as required.

  • Provide after action reports (i.e., Trip reports) after each required travel in format provided.

  • Develop required lifecycle support documentation, including Engineering Support Plans, SELC Artifacts, Engineering Change Proposals, Time Compliance Technical Orders (TCTOs), SELC Review Board presentations/reports, and other support documents as required.

  • Conduct site surveys and prepare thorough reports including narrative, photographs, markups of existing drawings, sketches, and complete inventories of the client’s communications electronics assets. This includes a thorough inventory of all functions at all CAMS and COMMSTAs, the systems that support the functions, and the components that comprise the systems.

  • Review system designs (drawings, specifications, and other documents) to ensure compliance with operational and functional requirements. Clearly communicate adequacy and shortcomings of system design to client technical managers.

  • Inspect installation of radio equipment, cabling, and antennae at remote sites, communication centers, and Telco frame rooms as a Quality Assurance Evaluator. This includes electronic, electrical and mechanical quality assurance to verify conformance with installation standards and performance criteria.

  • Inspect, test, troubleshoot and repair electronics equipment, both individual components and complete systems including end-to-end signal flow.

  • Maintain computerized equipment records in client’s databases including Fleet Logistics System (FLS), Configuration Management Plus (CMPLUS), CG Technical Information Management System (CGTIMS), Corrective Maintenance Action Reports (CMA), Casualty Reports (CASREPS), Asset Logistics Management Information System (ALMIS) and Preventative Maintenance (PMS).

  • Review existing Maintenance Procedure Cards (MPC) and provide recommendations for improvement.

  • Design new MPC’s for components and systems where MPC’s do not yet exist.

  • Serve as subject matter expert for C4ISR systems installed onboard mobile assets.

  • Attend meetings and teleconferences, and prepare minutes and action items for client.

  • Assist with enhancement and development of business processes for supporting CAMS/COMMSTA systems.

  • Coordinate design and implementation schedules, issues, and other details with other agencies, vendors, and contractors.

  • Develop cost estimates and budgets including labor, materials, travel, shipping, and other costs.

  • Prepare Time Compliance Technical Orders (TCTOs) per client requirements.

  • Assist with development and execution of project plans.

  • Requires some independent work, creativity and judgment to resolve design and installation problems.

  • Travel as needed to perform the required functions.

  • Performs other duties as assigned.

  • Must have an ACTIVE security clearance, minimum Secret required.

Qualifications

  • Minimum 6 years’ experience in communications electronics and networking.

  • High School diploma required. Bachelor’s Degree in electronics or communications is a plus.

  • Experience testing and troubleshooting wireless and wired networks.

  • Experience testing and troubleshooting radio frequency transmitters, receivers, amplifiers, couplers, antennae, and antenna matrices.

  • Proficiency in project management.

  • Specific knowledge of outside plant specifications and policies including safety practices.

  • Ability to resolve complex problems involving local and wide area networking and system integration.

  • Strong skills with administrative and technical computer applications: technical tools for testing, troubleshooting, etc; drawing, flowcharting; database; spreadsheets; and word processing.

  • Experience installing and maintaining inside plant networking equipment, including routers, switches, computers, VoIP, PBX, telecommunications cabling, MDF, IDF, and other infrastructure is a plus.

  • Experience installing and maintaining shipboard systems, especially communications, is a plus.

  • Experience installing and maintaining mobile military communications systems is a plus.

  • Experience maintaining and administering PBX systems is a plus.
