Akima Deputy Program Manager in United States
Qivliq Federal Group is seeking a skilled Deputy Program Manager (DPM) to support the management and execution of a large-scale Tier 2 and Tier 3 networking program on the Air Force Information Network. The DPM will play a pivotal role in ensuring seamless communication between Government and Contractor teams, maintaining operational effectiveness, and managing contractor personnel to meet all requirements outlined in the Performance Work Statement (PWS).
Responsibilities
Leadership and Communication:
Serve as the primary focal point for all Government/Contractor management communications in the absence of the Program Manager (PM).
Act as a liaison between host unit leadership, the Contractor team, and the Government to ensure open, effective communication.
Provide timely updates to the PM and the Program Management Office (PMO) regarding contract performance and operational challenges.
Compliance and Process Management :
Ensure host unit processes are strictly followed across all supported locations, maintaining adherence to applicable Department of the Air Force (DAF) policies and guidelines.
Oversee all Contractor personnel to ensure full compliance with base access requirements, training mandates, and security protocols necessary for working on Air Force Information Network (AFIN) systems.
Personnel Management:
Oversee recruitment, assignment, and management of personnel required to execute all PWS tasks, ensuring appropriate staffing levels and qualifications are maintained.
Ensure all personnel have a thorough understanding of AFIN applications, systems, and processes and complete required training for base access and network usage.
Manage employee turnover by addressing staffing gaps, ensuring continued operational capability, and restoring certification requirements within 45 calendar days.
Provide the Government with an updated roster of all personnel assigned to the contract, ensuring accurate tracking and reporting of personnel changes.
Program Operations:
Maintain capability and operational readiness during staffing gaps, leveraging available resources and contingency plans to minimize disruptions.
Monitor and enforce performance metrics for personnel executing Tier 2 and Tier 3 networking tasks, ensuring high-quality results and contract compliance.
Collaborate with the PM and Government stakeholders to resolve program challenges, identify improvement opportunities, and ensure mission success.
Stakeholder Relationships:
Build and maintain strong working relationships with DAF units and Government counterparts to foster collaboration and alignment with program objectives.
Represent the Contractor team in program reviews, status meetings, and other official engagements as directed by the PM.
Qualifications
An active Secret clearance is required for consideration
Minimum of five (5) years of project or program management experience on commercial or Government PM experience on Department of Defense (DoD) programs with Project Management Institute (PMI) Certified associate in project management (CAPM) or higher.
Comprehensive understanding of AFIN systems, applications, and operational processes.
Strong leadership and personnel management skills, with the ability to oversee diverse teams across multiple locations.
Exceptional communication and organizational abilities, with experience serving as a focal point for complex Government/Contractor communications.
Experience working in a highly regulated environment, with a strong focus on compliance, security, and operational readiness.
Preferred Skills:
Familiarity with Air Force-specific networking infrastructure and base operations.
Experience managing large-scale contracts with geographically dispersed teams.
Demonstrated success in resolving operational challenges and maintaining program continuity during staffing or process transitions.
