Job Summary

Tuvli, an Akima company, is hiring for a Low Emissions Development Strategies Expert to support our DoS client located in Washington, DC.

Under the supervision of senior officers, the incumbent supports the Office of Global Change and State Department serving as the liaison and main point of contact for all LEDS regions. TheLow Emissions Development Strategies Expertwill supportLow Emissions Development Strategies Expertcountries on: implementation of Nationally-Determined Contributions (NDC);Low Emissions Development Strategies Expertrelated program management;Low Emissions Development Strategies Expertcommunications efforts; and, responding to otherLow Emissions Development Strategies Expertrelated taskers as assigned. Additional special projects might include helping design and implement technical workshops on climate change issues, strategizing on ways to integrate Low Emissions Development Strategies Expertwith other issues, such as gender, and identifying opportunities for coordinating with other U.S. initiatives such as Power Africa and Feed the Future. Additional responsibilities include providing, tracking and coordinating taskers and talking points for climate change policies and developments in Western Hemisphere countries and providing support on United Nations Framework Convention on Climate Change(UNFCCC) negotiations.

Responsibilities

Job Responsibilities:

  • Monitoring and Evaluation (M&E) Support

  • Build relationships with Low Emissions Development Strategies Expert stakeholders, including State Department Budget Policy office, M&E contacts in partner institutions, and relevant USAID staff.

  • Help ensure Nationally Determined Contributions (NDCs) and other UNFCCC priorities are reflected in results as appropriate.

  • Track NDC-related results achieved through the Low Emissions Development Strategies Expert program, and provide results and recommendations to the LEDS Coordinator.

  • Coordinate responses and clearances for reporting taskers and ensure timely reporting.

  • Maintain accurate and updated records.

  • Synthesize status updates and results for Department leadership.

  • Low Emissions Development Strategies Expert Regional Coverage

  • Track partner countries’ progress and major developments in low emission development policy development and implementation.

  • Engage with partner countries and posts on NDC implementation, strengthen linkages between LEDS programs and NDCs, and identify NDC support needs.

  • Coordinate with colleagues at USAID and posts in relevant countries.

  • Monitor activities of the relevant Low Emissions Development Strategies Expert Global Partnership (Low Emissions Development Strategies Expert GP) regional platform and support State Department officials at related meetings, webinars, and events, as needed.

  • Contribute to taskers, briefers, BCLs and other documents related to the region or countries in the region, as needed.

  • Brief regional bureaus and desk officers on Low Emissions Development Strategies Expert updates.

  • Maintain up-to-date lists of Embassy contacts and country counterparts in the region.

  • Low Emissions Development Strategies Expert-related Program Management

  • Under the direction of the GOR/AOR, support task management associated with Low Emissions Development Strategies Expert interagency agreements, contracts and grants, for example with U.S. Department of Agriculture, National Renewable Energy Laboratory, or Overseas Development Institute.

  • Liaise with partners on specific tasks related to the contractors’ other duties, especially those associated with M&E and communications.

  • Monitor and support Low Emissions Development Strategies Expert GP initiatives as assigned, for example the Low Emissions Development Strategies Expert Fellows program, technical working groups, and major event planning.

  • Low Emissions Development Strategies Expert Communications

  • Collect, write, and disseminate success stories in coordination with interagency and implementing partners.

  • Under supervision of State Department officials, draft regular Low Emissions Development Strategies Expert updates for posts, as appropriate.

  • Under supervision of the Senior Low Emissions Development Strategies Expert Officer, clear web content.

  • Provide feedback on communications materials to implementing partners.

  • Identify other opportunities for sharing information on Low Emissions Development Strategies Expert programs and results.

  • Help formulate and disseminate messaging on the linkages between Low Emissions Development Strategies Expert and NDCs and other UNFCCC priorities.

  • General tasks

  • Serve as Low Emissions Development Strategies Expert GP Steering Committee member.

  • Participate in Enhancing Capacity for Low Emission Development Strategies (EC Low Emissions Development Strategies Expert) and Low Emissions Development Strategies Expert Global Partnership calls.

  • Track monthly EC- Low Emissions Development Strategies Expert reports and share highlights with EGC and other interested parties.

  • Identify opportunities for highlighting Low Emissions Development Strategies Expert in staff meetings, taskers, fact sheets, reports, etc.

  • Develop/update Low Emissions Development Strategies Expert Post and mission contact sheet.

  • Identify and undertake special project opportunities under the guidance of the EGC Low Emissions Development Strategies Expert Coordinator.

  • Look for opportunities that add value to the Low Emissions Development Strategies Expert program by pursuing new topics of interest that are relevant for current State Department priorities.

  • Develop new or cutting-edge concepts or projects that contribute to Low Emissions Development Strategies Expert thought leadership.

  • Support EGC with program evaluations and monitoring and evaluation of EGC funded programs.

  • Western Hemisphere Affairs (WHA) and Climate Change Focal Point

  • Develop relationships with Desks and Posts on inputs for taskers related to climate and clean energy and provide offices with latest guidance and talking points.

  • Contribute points and offer clearances on taskers, briefing check lists, etc. related to WHA.

  • Follow latest developments related to each WHA country and flag major issues for leadership.

  • Make linkages with Low Emissions Development Strategies Expert and Compact programming in WHA countries.

  • Local Communities and Indigenous Peoples Platform (LCIP) Negotiations Support at the UNFCCC

  • Track progress towards operationalization of LCIP Platform.

  • Under the supervision of the Senior Low Emissions Development Strategies Expert Officer, develop relationships with UNFCCC member countries to identify fractures and alliances on LCIP negotiations.

  • Support EGC staff with negotiations at UNFCCC conferences.

  • Follow latest developments related to the LCIP Platform.

Qualifications

Minimum Qualifications:

  • Master’s degree in public policy, economics, law, environment, or other relevant field and at least 5 years of experience in international development, international negotiations, projects, and/or program management, particularly with regard to strategies, methods, and technologies to reduce greenhouse gas emissions, or other related fields.

  • Ability to work under pressure and short deadlines.

  • Exceptional written communications skills, with the ability to produce clear and compelling documents.

  • Outstanding interpersonal and oral communication skills.

  • Strong project or program management, international negotiations, and strategic planning skills.

  • Strong organizational skills and attention to detail and ability to reliably deliver on multiple priorities under tight deadlines.

  • Strong team player who is eager to help resolve difficult situations as they emerge.

  • Ability to work with a wide variety of actors, including policymakers, representatives of other governments, business and the non‐governmental community.

  • Ability to learn quickly the complex organizational structure of the Office of Global Change and its relationships with the Office of the Special Presidential Envoy for Climate and other relevant Department offices and USG agencies.

  • Ability to obtain and maintain a suitable security clearance and DoS badge.

  • Must be a U.S. citizen.

  • Active Secret Clearance.

Posted Salary Range

100,000 - 110,000
