Job Summary

Tuvli, an Akima company, is hiring for a Program Management Analyst to support our DoS client located in Washington, DC.

Job Responsibilities:

  • The program management analyst will support the management, implementation and oversight in targeted foreign assistance-funded programs that include Global Change programs and targeted diplomatic programs as needed. The management analyst will advise on program design and;

  • Review amendment awards and provides recommendations to amendments and closeout requests to ensure sound management of implementation and administration of agreements.

  • Monitors Global Change assistance budget spending status and quarterly projection of expenses.

  • Support in the financial reconciliation of interagency agreements and checks documentation are consistent with bureau financial monitoring policy.

  • Monitors all drawdown requests for funded projects and notifies Global change staff when grantees are delinquent in reporting.

  • Collaborates with the Global Financial Service Center and interagency partners to ensure accurate accounting of expenditures and funds disbursements.

  • Uses various databases to review actual spending status of climate change programs and other OES assigned programs.

  • Updates various databases and directories, notifying the Global Change team of reporting compliance issues or upcoming grant expiration dates.

  • Coordinates with CPU and Global Change staff and other OES assigned programs to ensure proper closeout of expired awards.

  • Interprets regulations and policies and assess those impacts on Bureau program activities. Recommends ideas to improve program design, monitoring and evaluation.

  • Provides recommendations during the review on updates to federal regulations, bureau policies, and procedures and drafts templates and instructions to be used by Program Offices as well as internal to CPU.

  • Supports the lead officer in consolidating bureau data during the coordination of strategic planning exercises such as the annual Operational Plans and Performance Reports through the development of guidance documentation, fielding questions, reviewing and finalizing submissions.

  • Assist in the coordination of meetings in support of the annual oversight meetings with bureau senior management to review the status of programming, lessons learned, best practices and future planning.

  • Coordinates briefings on procurement with department senior managers and drafts talking points for office management.

  • Provides expert guidance to bureau and award recipients in troubleshooting systems issues.

  • Assists in the development of program policy notices and disseminates to program offices.

  • Conducts site visits to ensure projects and recipients comply and understand federal regulation and bureau policies. Participates in the administrative and financial reviews with recipients that is conducted by the grants officer (GO) and the grants officer representative (GOR).

Qualifications

Minimum Qualifications:

  • Master's degree (preferably in Environmental Science, public policy and/or public administration) with 5 years' experience in program management, environmental issues and public policy, social science, or other related fields.

  • Experience in program administration, operating procedures, oversight and monitoring.

  • Excellent written and oral communication skills in English to prepare and present analysis, to defend recommendations and proposals for supervisor’s decision, and participate in meetings and discussions.

  • Ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment.

  • Excellent ability to interact with complex environments and have a flexible, team-oriented approach to work. Especially, ability to interact with the Department’s legal team, Grants Officer, Technical teams and Grants Officer Representatives, Front Office, at the Department of State and grantees or interagency partners.

  • Knowledge of environmental policy.

  • Proficiency in qualitative and quantitative research methods.

  • Provide support with technical assistance, oversight, advice, expertise, and consultation to program officials, grantees, or inter-agency partners

  • Proficiency in the review of pre-award documentation for supervisor approval.

  • Ability to solve problems and encourage consistent, solid performance.

  • Ability to manage multiple tasks, coordinate activities, act decisively in daily work, and work well in a multi-cultural team environment.

  • Strong organizational, communication, interpersonal, and computer skills.

  • Active Secret Clearance.

Posted Salary Range

$110000-$120000
