Under this task order, the contractor will independently provide services to support the mission of the U.S. Department of State, Bureau of Conflict and Stabilization Operations. The primary objective is to provide contractor services and deliverables through performance of a Staff Assistant as it relates to the Bureau’s mission.

REQUIREMENTS :

The contractor shall provide qualified personnel to perform the tasks listed below:

  • Serves as a Staff Assistant in the Front Office providing direct support to the Assistant Secretary as well as Principal Deputy Assistant Secretary (PDAS) and Deputy Assistant Secretaries (DASes) as needed.

  • Serves as one of the principal points of contact between CSO and Seventh Floor principals, ensuring effective flow of communications.

  • Interprets taskers from the Executive Secretariat and applies in-depth knowledge of CSO entities’ portfolios in identifying subject matter experts and tasking products to appropriate offices.

  • Tracks the status of deliverables.

  • Apprises office directors and responsible staff of bureau tasking requirements, status of actions, and related resource considerations for projects managed.

  • Ensures the quality and timeliness of written products drafted within the Bureau by providing guidance, enforcing deadlines, and reviewing for format, style, coherence, accuracy, content, and clearances.

  • Analyzes and edits a wide variety of memos, proposals, policy recommendations, official correspondence, reports, and other documents of a highly sensitive nature directed to the Front Office for decision, clearance, or endorsement.

  • Identifies trip coordinators for the Assistant Secretary's and Principal Deputy Assistant Secretary's travel, tasks trip papers, and assures the quality and timely delivery of those materials.

  • Facilitates the flow of information within the Front Office and between principals in the Bureau.

  • Archives completed documents and provides feedback to CSO entities.

  • At all times, keeps the Front Office informed of the latest developments in matters that require their immediate and urgent attention using phone, e-mail, mail, and impromptu meetings to both receive and quickly transmit essential information.

  • Assists in prioritizing competing demands placed upon the Assistant Secretary.

  • Ensures that responsible staff is kept apprised of action items required of and by Bureau leadership.

  • Drafts, edits, and compiles information from bureau leadership that is then conveyed to staff in e-mails and other formats.

  • Creates a daily compendium of global reporting cables for the Bureau's senior principals.

  • Performs other tasks of a confidential and sensitive nature as assigned by the Assistant Secretary and PDAS, as well as to the DASes on a back-up basis. Provides guidance to CSO staff (drafters) on content, formatting, clearance process, etc., through periodic training seminars and during daily operations.

  • Facilitates internal meetings, training sessions, and discussions related to CSO administrative policy and procedures.

  • Facilitates administrative arrangements for meetings, conferences, ceremonies, travel, etc., applying familiarity with the responsible officials’ schedules, commitments, and areas of responsibility.

  • As required, attends meetings with Bureau leadership, takes notes, and conducts required follow-up.

  • Receives distinguished visitors, as required.

  • Serves as the FOIA point of contact for the bureau.

  • Identifies opportunities for process improvement and works with the Special Assistant and offices to implement changes.

  • Performs other duties as assigned by government task manager or COR.

Qualifications

Qualifications:

  • The incumbent must possess highly developed written and oral communication skills.

  • Ability to learn and understand the views of the leadership to enable the incumbent to perform duties such as making associated decisions and preparing correspondence for those officials.

  • Ability to learn the Bureau’s mission programs, goals, objectives, and substantive issues monitored by CSO as they relate to the overall administrative structure and processes of the Department.

  • Knowledge of and ability to use the most current Microsoft Office Suite, Word, Excel, PowerPoint, SharePoint, Outlook, and Diplopedia.

  • Has a BA degree.
